UK Import Clearance: A Step-by-Step Guide for Businesses

Importing goods into the UK involves customs declarations, duty payments and documentary requirements. This guide walks you through every step of the import clearance process.

UK Import Clearance: An Overview

Importing goods into the United Kingdom requires customs clearance — the official process of submitting declarations to HMRC, paying applicable duties and taxes, and ensuring all documentation is in order before goods can be released.

Since Brexit, this applies to goods arriving from the EU as well as from non-EU countries. Understanding the process helps businesses plan their supply chains more effectively and avoid costly mistakes.

What Documents Do You Need to Import into the UK?

The specific documents required will depend on the type of goods and their country of origin, but the standard set includes:

Commercial Invoice — Must include the seller's and buyer's details, description of goods, unit price and total value, currency, terms of sale (Incoterms), and country of origin.

Packing List — Details the contents of each package: weights, dimensions and package numbers.

Bill of Lading or Airway Bill — The transport document issued by the carrier. Required to identify the shipment and arrange delivery.

Certificate of Origin — Proves where the goods were manufactured, which determines the applicable tariff rate under trade agreements.

Import Licences — Required for certain categories of goods, including firearms, food products, medicines, and some agricultural goods.

Phytosanitary or Health Certificates — Required for plants, food products and live animals.

Calculating Import Duty

Import duty is calculated based on:

  • The customs value of the goods (usually the transaction value, including freight and insurance to the UK border)
  • The commodity code (HS code), which determines the duty rate
  • The country of origin, which affects which trade agreement tariff (if any) applies

Duty Rates

The UK Global Tariff sets out duty rates for all goods. Some goods attract zero duty (especially from countries with which the UK has free trade agreements), while others can attract rates of 5–30% or more.

For example:

  • Fresh vegetables: 0%
  • Finished textiles: 12%
  • Passenger cars: 6.5%

Our team will calculate the exact duty rate for your specific goods.

VAT on Imports

Import VAT is charged on most goods entering the UK at the standard rate (currently 20%). However, businesses that are VAT-registered can reclaim import VAT through their VAT return, making it a cash flow consideration rather than a net cost.

Postponed VAT Accounting (PVA) allows VAT-registered businesses to account for import VAT on their VAT return rather than paying it at the point of import. This can significantly improve cash flow.

Special Import Procedures

There are several special customs procedures that can reduce or suspend duty payments:

Inward Processing Relief (IPR) — Allows goods to be imported, processed or repaired, and then exported without paying full import duty.

Customs Warehousing — Goods can be stored in a bonded warehouse without paying duty until they are released for free circulation.

Temporary Admission — Goods can be imported temporarily without paying full duty, provided they will be exported again.

Common Import Clearance Issues

Wrong commodity code — Results in incorrect duty calculations and potential HMRC investigations.

Incorrect customs value — The customs value must reflect the true transaction value, including specified additional costs.

Missing or incorrect documentation — The most common cause of border delays. Documents must be complete and accurate.

No EORI number — Goods cannot be cleared without a valid EORI number. Apply well in advance of your first shipment.
